I did, many years ago.
I came across a guy abusing a kid about nine or ten years old in a van in a parking lot. I beat the sob senseless then went into one of the stores to call the cops. This was long before cell phones were invented.
When the cops showed up they asked me what happened and I told them the truth. He and his dumb girlfriend, who was in the store shopping, were arrested and convicted. The kid was relocated to a safe family.
One of my better moments.

My oldest sons girlfriends car was parked in a parking lot along with 2 other cars and were hit by a drunk driver. My boy and others were out there and witnessed the accidents. The guy got out of the truck and went inside of a business. Then came out. My boy was going to stop him from getting back into the truck, but some women, at the time were talking to 911 dispatch, and said to let him go. I told my boy he should have held him until police arrived. Police caught the guy, no dl or dwi and it was not his truck. they id the guy.
If it were me, I would have detained him until officers could respond, Regardless of what dispatch said.

And know the laws of the state you are in. Except for Retail Theft, WI. is one of only a few states that do not have any laws on the books governing citizen's arrest, but does have several cases from the Supreme Court that uphold private citizens making an arrest. It is always a very good idea to know where you stand legally and be able to state or write it in your report. It will save you alot of trouble. Know that Keenan v. State let's you make an arrest for a forcable felony, Radloff v. National Foods allows you to for misdemeanor that threatens involves or incite violence State v. Slawek for burglary, and Waukesha v. Gotz for Intoxicated driving. Also know that if by enforcing the arrest, whether or not you are protected against cases where the criminal or a thrid party is or is likely to be injured (were you reckless or did you need to act). Lots of problems with making one in this state. I'm not saying don't do it, but know exactly what you saw, be able to describe it, and know what you are getting into.
